Abstract

This article addresses Technical Assistance and Rural Extension
(Assistência Técnica e Extensão Rural - ATER) aimed at quilombola communities.
Having as reference the National Policy of Technical Assistance and Rural
Extension for Family Agriculture and Agrarian Reform (Política Nacional de
Assistência Técnica e Extensão Rural para a Agricultura Familiar e Reforma Agrária -
PNATER), which proposed to pay attention to categories of rural areas, such as the remnants of quilombola communities, this article analyzes using empirical data, that were obtained throughout the performance in the ATER’s official entity in Rio Grande do Sul (Brazil). The evidences were updated in qualitative research, carried out between the years 2016 and 2018. The reflections are
guided by the Theory of Communicative Action (TCA), created by Jürgen Habermas, making use of the analytical tools proposed by Roberto Cardoso de Oliveira (2000). Through these tools, it became clear that, despite good
intentions, action oriented towards understanding still constitutes a challenge for ATER’s action in these communities.
