Federal programs for the Elementary School and the materialization of everybody’s right to an education of quality

Abstract

This paper aims at analyzing the congruence between federal programs towards the regular elementary school and the reinforcement of conditions that imply the materialization of everybody’s right to an education of quality. The paper considers data from 2007, 2009, 2011 and 2013 about access and permanence in school, quality of elementary school officially checked and programs created by the federal government when exercising its supplementary redistributive action. Even though the results suggest an adequacy of the set of programs according to variables that inform the educational and social difference in the country, they raise some questions regarding the potential to face more specific challenges of each stage of basic education. The conclusion highlights that a greater alignment between the programs and demands, in terms of guaranteeing access and permanence in school, constitutes a fundamental action to reinforce the congruence between elected programs and the materialization of the right to an education of quality.
