Cesar Prieto Martinez and the reform of education in Paraná State: a literature review

Abstract

This article presents a literature review on the reform of education in Paraná, Brazil, led by Cesar Prieto Martinez, with the aim of systematizing and analyzing academic scholarship related to his work and to the educational transformations implemented in Paraná between 1920 and 1924. The study was based on a bibliographic survey conducted in the Brazilian Digital Library of Theses and Dissertations (BDTD), the Journal Portal of the Coordination for the Improvement of Higher Education Personnel (CAPES), Scientific Electronic Library Online (SciELO), and institutional repositories. The survey identified 76 works published between 2002 and 2025. For the review, 36 studies directly related to the reform were selected and organized into six thematic categories: Cesar Prieto Martinez’s actions and the education reform; teacher education; the structure and operation of schools during the First Republic; school and political discourses; pedagogical guidelines; and literacy. The results show that the historiography on the reform of education in Paraná has become consolidated in recent decades through multiple theoretical and epistemological perspectives, especially Cultural History and Historical-Dialectical Materialism. The studies analyzed demonstrate that the reform brought together administrative, pedagogical, political, and ideological dimensions, placing education within the republican project of social modernization. The article concludes that, although there is substantial scholarship on the topic, gaps remain regarding the integration of Cesar Prieto Martinez’s intellectual trajectory, networks of sociability, and political action, pointing to possibilities for further research in the fields of History of Education and Education Policy.
