The “desfavelamento” in Belo Horizonte

Abstract

The article analyzes urban policies for favelas developed by the City of Belo Horizonte, building a scale of comparison between the city and the national debate on the policy of “desfavelamento”. The process of growth and urbanization associated with the reproduction of class and race inequalities in the urban space highlighted the favelas in the city's public sphere and motivated different mayors to announce plans and policies for “desfavelamento”. From the analysis of municipal government reports, newspapers and magazines and oral testimonies, the article investigates the formation of urban policies between 1940 and 1959, builds an analysis of urban informality in favelas in Belo Horizonte.
