Abstract

Charging for the usage of water resources is an instrument of the National and State Water Resources Policies. In Paraná, it has only been implemented in the Committee of Alto Iguaçu e Afluentes do Alto Ribeira – COALIAR since 2013. Through documentary research, it is understood that there is still wide space for the evolution of this management instrument in the state. The main challenges faced with implementing charges for water usage across the entire territory of Paraná are: final adjustments of the Sistema de Informação para Gestão dos Recursos Hídricos – SIGARH; the review of state legislation so that the resources collected can be applied to the basin in which they were generated; the hiring of a Financial Technical Agent; the creation of the Comitê da Bacia dos Afluentes do Médio Iguaçu; the expansion of COALIAR’s coverage area; development and approval of basin plans and classification of water bodies according to designated uses in the committees that do not yet have these instruments; and the review of the law that grants exemption from charges to the agricultural sector.
