ANALYSIS OF THE EXECUTION OF THE FIRST CYCLE OF PNAB IN THE MUNICIPALITY OF PONTA GROSSA/PR

This article aims to analyze the execution of the first cycle of the National Aldir Blanc Policy for the Promotion of Culture (PNAB) in the municipality of Ponta Grossa, Paraná. The investigation focuses on evaluating the profiles of the proponents awarded, the types of calls for proposals launched (Funding and Award), the cultural areas covered, and, fundamentally, the effectiveness of the affirmative actions implemented by the municipal management. The research takes the form of a case study, with a qualitative and descriptive approach, using as a basis the documentary analysis of the calls for proposals, application forms, and public result reports related to the execution of the PNAB (Calls for Proposals No. 01/2024 to No. 02/2025). The work aims to understand whether the local execution of the policy is in line with the federal principles of decentralization, cultural diversity, and democratization of cultural access, offering a critical contribution to the debate on the management of public cultural policies in the Brazilian municipal context.
