Addressing the university educational field is demanding, due to the epistemological and axiological burden that the development of each substantive function implies. If a look from the gender perspective is added to this, the measurement becomes complex. The objective of the study is to build and validate a psychometric measurement instrument (questionnaire) that provides a measurement scale in reference to the gender perspective in the substantive functions, as well as in the organizational principles of the Universidad Católica de Cuenca-Ecuador. The scale is based on the theoretical construct of the dimensions of assessment of management, teaching, research and connection with society, as well as affordability, accessibility, adaptability and acceptability, the latter considered as organizational principles, which constitute eight dimensions defined in an initial scale with 58 closed-response items on a Likert scale. A confirmatory factor analysis was used, which after its application and adjustment indicated that the instrument is valid and reliable for the objectives proposed in the creation of the scale with a gender perspective; while it can be taken as a model transferable to other educational institutions.
