The choice of leaders in municipal schools in Jaboatão dos Guararapes: a look at the legislation

This article is the result of research that aimed to analyze the legal framework regarding the mechanisms for choosing the school principal in municipal schools in Jaboatão dos Guararape, state of Pernambuco, Brazil. A qualitative investigation was carried out, using a documentary procedure. The legal set produced on the subject within the municipality, subsequent to the promulgation of the 1988 Federal Constitution to the present date, was taken as a reference for data analysis. The main results indicate that Jaboatão dos Guararapes (1) is among the 6% of municipalities in Brazil that hold elections in accordance with Goal 19 of the National Education Plan (2014-2024), (2) uses mixed selection to choose school managers, and (3) guarantees, in the text of the law, provisions for the progressive advancement of the school community’s participation in the electoral process, through the creation of a school electoral commission.
