Teacher valorization policy and career of Basic Education teachers in the state of São Paulo

Abstract

This paper analyzes the statutes and career plans of the teaching staff of the São Paulo state network and four São Paulo municipalities: Águas de São Pedro, São Caetano do Sul, Barra do Turvo and Natividade da Serra. The aim is to investigate whether and how guidelines of international organizations and what is prescribed in national legislation are present in the plans analyzed in the aspects related to career progression. It is a qualitative research, with a descriptive-analytical character, based on the technique of documentary analysis and semi-structured interviews with representatives of the municipal secretariats of Education. It was found that aspects of career plans and statutes were not implemented by the municipalities, influencing negatively over the legal possibilities of career progression. In addition, the plans present different formulations compared to the guidelines of the international organisms and of the national legislation, and do not, as a whole, constitute a real valorization of the teaching career.
