Toward a knowledge ecosystem grounded in critical ethics: reflections from ANPEPP’s Standing Forum on Ethics and Research Integrity

Abstract

The publication of Law no. 14,874/2024, which establishes the National System for Ethics in Research with Human Beings, marks a new and challenging chapter in the long-standing struggles led by Brazilian researchers and scientific associations in the Humanities and Social Sciences in the field of research ethics. Since the early 2000s, these struggles have focused on questioning biomedical ethics as the paradigm for all research with human beings and on affirming the particularities and specificities of ethical debate in research conducted in these fields of knowledge. In the humanities, research is conducted with, rather than on, human beings. This distinction has numerous ethical-political and epistemic implications, calling for critical scrutiny of the ethical review procedures consolidated in Brazil and for the development of a knowledge ecosystem grounded in critical ethics. Accordingly, this article aims to present the fundamental principles of what is referred to as critical ethics and to provide a historical overview of the contribution of the field of Psychology, through the Brazilian National Association for Research and Graduate Studies in Psychology (Associação Nacional de Pesquisa e Pós-Graduação em Psicologia – ANPEPP), to the debate on research ethics in the Humanities and Social Sciences. It also examines issues related to Law no. 14,874/2024 and Decree no. 12,651/2025, which regulates the Law, and presents considerations for the future in support of a knowledge ecosystem grounded in critical ethics.
