THE (RE)STRUCTURING OF THE WELCOMING FAMILY SERVICE OF SÃO JOSÉ DOS PINHAIS/PR BASED ON STRUCTURAL PROCEDURAL TECHNIQUES
UMA ANÁLISE A PARTIR DE TÉCNICAS PROCESSUAIS ESTRUTURAIS
Abstract
Brazil has a long history of inserting children and adolescents in shelters. With the changes in children's concepts and socio-assistance policies, promoted primarily by the 1988 Magna Carta e the Statute of Children and Adolescents, it became a priority to promote welcome compatible with the right to family and community coexistence – which gave rise to the regulation of family care. The Municipality of São José dos Pinhais/PR, despite having instituted the Host Family Service in 2011, only made its operation possible in 2019. Even so, the service has little effectiveness in the territory, and it is not feasible to prioritize this type of reception. Thus, using the logical-deductive method and descriptive-exploratory and quantitative-qualitative techniques, it was intended to propose viable solutions to the reported structural dispute, in order to promote effective institutional reform and the improvement of the Host Family Service in the locality, as well as to guarantee the fundamental right to family and community coexistence.
