THE INTERPLAY BETWEEN RESEARCH AND OUTREACH IN THE STUDY OF EDUCATION FINANCING IN BRAZIL: AN EXPERIENCE REPORT FROM THE TRAINING PATHWAYS IN EDUCATIONAL POLICIES PROJECT

Abstract

The research analyzes the interfaces between university extension and the financing of basic education, based on the experience of the Study Group on Education Financing in the extension project “Formative Pathways in Educational Policies”, linked to the State University of Rio Grande do Norte (UERN), revisiting the objective to align it with what was effectively carried out. It is a qualitative study, grounded in the historical-dialectical approach, using the Method of Meaning Cores to examine academic texts on the financing of basic education in Brazil. The results reveal three cores: financing as an expression of the social struggle for public funds; redistribution as a principle of educational justice; and extension as mediation between knowledge and social transformation. It concludes that the articulation between extension and research strengthens the public university as a space of resistance and emancipation, essential for the realization of the right to education and equity.

  • Sanzia Cicimaria Coelho Cortez, Universidade do Estado do Rio Grande do Norte

    She holds a degree in Pedagogy from the State University of Rio Grande do Norte (2006). She has postgraduate specializations in School and Learning Psychology from Atlântico College (SE) and in Full-Time Education from IMES College. She is currently a Master’s student in Education, in the Policy and Education Management research line, at the Graduate Program in Education (POSEDUC) at the State University of Rio Grande do Norte (UERN). She works as an elementary school teacher (3rd grade) at Izabel Fernandes Municipal School, part of the Mossoró Municipal Education Network, and also serves as a pedagogical supervisor at Monsenhor Raimundo Gurgel State School, part of the State Education Network of Mossoró. She is currently a member of the extension project Educational Policy Pathways at UERN, where she coordinates the study group on the financing of basic education. She is also a member of the National Association of Educational Policy and Administration (ANPAE), the National Association of Graduate Studies and Research in Education (ANPED), and the Journal of Education Financing (FINEDUCA).
