This theoretical essay investigates the competencies required in the initial and continuing training of teachers for the consolidation of an inclusive and equitable teaching practice. It starts from the premise that, despite the advanced Brazilian legal framework, a gap persists between regulations and classroom reality, whose overcoming is intrinsically linked to the adequate preparation of educators. The analysis further incorporates the most recent normative trajectory of Brazilian special education, from the National Inclusive Special Education Policy (Decree No. 12,686/2025) to its regulation through MEC Ordinance No. 421/2026, evidencing that the improvement of the legal framework does not, by itself, dispense with adequate teacher training. The study, of a bibliographic nature, problematizes the gaps in traditional training models and advocates for a transition to a reflective training paradigm. The analysis focuses on mapping and discussing a fundamental triad of competencies: socioemotional (empathy, resilience, collaboration), pedagogical (curriculum flexibility, procedural assessment, peer work), and technological (mastery of assistive and digital technologies). It is concluded that the effectiveness of inclusion requires a curricular restructuring in teacher training, transversally integrating these competencies through meaningful supervised internships and contextualized continuing education, to equip teachers to respond creatively and critically to student diversity, transforming the inclusive ideal into everyday pedagogical practice.
