Education Councils and Forums in intergovernmental relations: educational policies and planning

In this paper, the aim was to analyze the role of Councils and Education Forums, as instances of social participation, which integrate intergovernmental relations of Brazilian education policies and management, seeking to identify their advances and limits, especially with regard to the actions of the State Education Council and the State Education Forum of the State of Mato Grosso do Sul, Brazil, in the processes of elaboration, monitoring and evaluation of the State Education Plan 2014-2024. The methodology covers bibliographic and documentary research, through consultations on the electronic pages of the various bodies, in this period. The analysis shows the more active participation of these bodies in the process of preparing the State Plan and their reduction in the monitoring and evaluation process, in a situation marked, from 2016, by the fragility of Brazilian democratic relations.
