INFLUENCE OF ENVIRONMENTAL VARIABLES ON THE LEVEL OF TRANSPARENCY OF EMERGENCY CONTRACTING IN THE FIGHT AGAINST COVID-19

Abstract

The present study aimed to verify the influence of environmental variables on the level of the Transparency Index of Emergency Contracts (ITCE-COVID) of the municipalities of the state of Espírito Santo. To this end, the influence of 8 (eight) explanatory variables on the level of the ITCE-COVID was analyzed: electronic municipal transparency index (ITMe), population (lnPOP), transfers received (lnTRANSF), health expenses (lnSAUDE), social assistance expenses (lnASSIS), education expenses (lnEDU), number of confirmed cases of COVID-19 (lnCASOS) and number of confirmed deaths of COVID-19 (lnOBITOS). The multiple linear regression analysis showed that the variables ITMe and lnSAUDE exert significant influence on ITCE-COVID, which led to confirm hypotheses H1 (β1 = 0,75; t = 3,44, p-value = 0,002) and H4 (β4 = 6,17; t = 2,28, p-value = 0,029). On the other hand, the variables lnPOP, lnTRANSF, lnASSIS, lnEDU, lnCASOS and lnOBITOS did not show statistical significance for the model, which is why hypotheses H2, H3, H5, H6, H7 and H8 could not be confirmed.
