Promotion of a new moral environment in the Chilean school system during the military civil dictatorship (1973-1990)

Abstract

In recent decades, the application of neoliberal policies in school systems has become a global trend. Its success is explained, in part, by the diffusion of a new imaginary, whose values ​​are strongly linked to market demands. The general aim of this paper is to explore the promotion of a new moral environment during the implementation of the neoliberal reform in Chilean school system during the military civil dictatorship led by Augusto Pinochet (1973-1990). From the analysis of primary sources -such as circulars, ministerial reports, press archives, among others- evidences of the official discourse of the dictatorship, we show how new values ​​were promoted in the field of school education. Historical analysis sustains that in Chile the construction of a new moral environment in education was articulated through three axes: the emphasis on the educational responsibility of the community, the measurement of quality, merit and personal effort. From this, we claim that in this new moral environment there were not only neoliberal elements, but also other values ​​typical of Chilean conservative thought.
