Analysis of educational policies by multiple streams framework

Abstract

This paper presents the so-called Multiple Streams Framework (MSF) characterizing elements, its use in the public policy analysis context and its subsequent refinement for its application in institutional contexts different from those in which it was formulated. The model, conceived within the Political Science scope, is still little known by researchers in the Educational Policies field and, in order to defend its analytical potential, it is used in the debate analysis over on the agenda setting and decision-making processes during the University For All Program (ProUni) processing into the Brazilian National Congress, considering the dispute for ideas and solutions. It is concluded that the model use has the advantage of incorporating new objects of analysis for educational policies, allowing to understand the way that political decisions are made and get materialized as educational programs and policies. In addition, the model considers the public policies construction in the context and considering the limits of a particular institutionality.
