Federative relations and government formulations for the management of Basic Education

This paper aims to unveil the conceptions of educational management in the governments of Mato Grosso do Sul, Brazil, from 1988 to 2022. The sources of the research, of a documentary nature, are: the national educational legislation and legislation, government programs, normative and operational instructions from the state of Mato Grosso do Sul that regulated the educational management during the period. It is understood that, in a federative context, even though subnational states have specificities, local policies must intersect with national policies. In the field of educational management, the state of Mato Grosso do Sul, during the period in question, was limited to implementing the management policy designed by the Ministry of Education. The decisions of the state, therefore, made the decentralization of educational management unfeasible, under the conception of broadening democratic relations.Keywords: Education policy. Federalism.
