Building a Globally Structured Agenda for Education: the categories of evaluation and quality of education for UNESCO

Abstract

This article deals with the Globally Structured Agenda for Education (GSAE) and the concepts of quality of education and evaluation used in the production of national documents on education policies for Early Childhood Education as part of this agenda and materialized by the United Nations Educational, Scientific and Cultural Organization (UNESCO). The objective was to understand how UNESCO operates in the recommendations for the preparation of these documents and directs the actions for Early Childhood Education. The research results indicate that, in recent decades, there has been advances in discussions on education policies for Early Childhood Education, and that UNESCO proposes recommendations as an effective part of the GSAE for this modality of teaching, aiming at the formation of human capital from Early Childhood Education, structured by the common knowledge base, strengthening and subsidizing the role that is up to Brazil in the international division of labor.
