QUESTÃO SOCIAL HOJE : A RESISTÊNCIA UM ELEMENTO EM CONSTRUÇÃO (THE SOCIAL QUESTION TODAY: THE RESISTENCE AS EM ELEMENT IN CONSTRUCTION)

Resumo

Neste artigo trato da questão social que resulta da contradição das relações do Capital e Trabalho, inscrita no sistema que se afirmou com a revolução industrial e hoje tem novas manifestações na reestruturação produtiva. A questão social, basicamente composta dos elementos econômico e político, que se manifesta no pauperismo. Aquele que o percebe toma consciência e o denuncia, exigindo outro atendimento, ou seja, é o elemento da resistência, capaz de inscrever o problema da pobreza na agenda política. Entendo que na questão social, hoje, este elemento da resistência é um ser em construção. Para chegar a isso, situamos o que se convencionou chamar de “questão social clássica”, da metade do século XIX e se manifestou a partir da pauperização resultante da revolução industrial, ou seja, é a pobreza considerada como “filha da industrialização”. Quanto ao elemento político este se expressou na organização e formação da classe operária, seus sindicatos, os partidos políticos de esquerda, assumindo o protagonismo da questão social.Situar a questão social, hoje, é detectar as contradições que se manifestam a partir da reestruturação da produção, desde o final do último século e início deste, afirmado na versão da “mundialização financeira”. Flexibiliza e precariza as relações de trabalho o que causa um desemprego estrutural, porque os “desfiliados” do trabalho vulnerabilizam até mesmo os “estáveis”. Na questão social hoje há, portanto, novas manifestações da pobreza, a partir da reestruturação produtiva, mas os atores e sujeitos para denunciar esta situação e definir um projeto mais favorável, constituem um elemento ainda em construção.

ABSTRACT: In this article I take the social question as a result of the fight between Capital and Work, present today in the system affirmed as the industrial revolution and nowadays known as the productive reorganization. The social question, basically composed of the economic and political elements, now may by manifested as pauperism. That one that perceives it taking consciousness and denouncing it, demanding another attendance, becomes the element of resistance, capable to inscribe this problem in the political agenda.I understand that in the social question today this element of the resistance is in construction. To arrive to this we point out what in the past was called “the classic social question” (XIX th. Century), from the resultant pauperism of the industrial revolution. We consider pauperism as “the son of industrialization”. Considering the political elements itis expressed in the organization and formation of the labor class, their unions, the left political parties, assuming the protagonism of the social question. To point out the social question today we have to detect the contradictions wich are revealed from the reorganization of the production, since the end of the last century and the beginning of the present, affirmed in the version of the “mundialização financeira”. It makes flexible and turns unsafe the work relations causing a structural unemployment, because “unloked” of the work weaken the “steady ones even though”. In the social question today there are, therefore, new manifestations of poverty, from the productive reorganization, but the actors and citizens to denounce this situation and to define a more favorable project, is an element still in construction.
