Abstract

The aim of this article is to discuss the most renowned theorists who study the subject of federalism as an instrument for understanding its influences on the studies developed in the field of Education Policy by Graduate Programs in Education in Brazil. This is a literature review, state of the art, studies of a theoretical and/or bibliographical nature on federalism. It was concluded that, currently, the field of federalism studies maintains the (neo)institutionalist paradigm as an epistemological matrix, being essential to explain the functioning and results of public policies, especially after the innovations proposed by the 1988 Federal Constitution in relation to the Brazilian federative design. There is a predominance of international literature, especially North American Political Science, in national production on federalism, with an emphasis on research that analyzes public policies. Despite this influence, Brazilian authors have not only adapted foreign literature to analyze the national reality, but they have also sought to build original interpretative models. This has contributed to these authors being used as a theoretical reference for researchers in the field of Brazilian Education Policy.
