The siren’s song in Paraná’s education policy: the School Partner Program in discussion

Abstract

In this text, the aim is to present discussions about the School Partner Program, established by Law no. 22,006/2024 in the State of Paraná, Brazil, which authorizes the government of the estate to enter into contracts with legal entities responsible for the administrative and financial management of public schools. Using Antonio Gramsci’s theoretical-methodological framework as support, reflections on the legislative process that led to the creation of the School Partner Program are presented, in order to demonstrate how coercion and consensus were present in the legislative process, undermining the principles of public management. Furthermore, key points of violation against the constitutional principle of democratic management of public education are identified, demonstrating how conservative proposals trample on historical achievements and condemn society to the logic of subservience to capitalist dictates marked by neoliberal logic. Finally, it relates the ongoing proposal to the siren’s song, as the state ends up being seduced by market logic, contributing to the demise of democratic management of public education.
